Given that some farms are below sea level it's got to be over 100% to allow some slack...

I also thought that the target should be well in excess of 100%, but for the reason that there would a number of factors that could adversely affect production. Loss of farming land due to higher sea levels, especially in the hugely important and very low lying fenland of East Anglia and Lincolnshire, would certainly be on that list.
I thought Christine's question an odd one. I would assume that almost without exception we would agree that there should be a target, and that it should be such that the UK can be self sufficient in fruit and veg if at all feasible. It seems obvious to me. Unless I'm missing something...
